Let’s promote peace for nuclear weapons free world

Since nuclear weapons testing began in the mid-twentieth century, with the first test on 16 July 1945, nearly 2,000 nuclear tests have taken place throughout the world. There has been little consideration of the devastating effects of testing on human life, let alone the understanding of nuclear fallout from atmospheric tests. History have shown us the terrifying and tragic effects of nuclear weapons testing.

Subsequently on 2 December 2009, the 64th session of the United Nations General Assembly declared 29 August the International Day against Nuclear Tests by unanimously adopting a resolution which calls for increasing awareness and education about the effects of nuclear weapon test explosions or any other nuclear explosions and the need for their cessation as one of the means of achieving the goal of a nuclear-weapon-free world.

Since then every year  the International Day against Nuclear Tests on August 29  which is primarily aimed at capturing the world’s attention and underscore the need for a unified attempt in preventing further nuclear weapons testing. The observance of the International Day against Nuclear Tests has fostered a global environment with more optimistic prospects towards a world free of nuclear weapons.

Until nuclear weapons from the world are eliminated, there is an urgent need to observe International Day against Nuclear Tests towards promoting peace and security world-wide.

हरतालिका तीज : अखंड सौभाग्य का व्रत

आज  पुरे देश में हरतालिका तीज मनाई जा रही है।  आज के दिन माताएं, बहनें उपवास रख कर  अखंड सौभाग्य के लिए शिव-पार्वती की पूजा करेंगी।
वैसे तो इस व्रत को साधारणतया सभी कुआंरी यु‍वतियां तथा सौभाग्यवती औरतें ही करती हैं पर हमारे पौराणिक शास्त्रों में इसके लिए सधवा-विधवा सबको आज्ञा दी गई है। इस व्रत को 'हरतालिका' इसीलिए कहते हैं कि क्योंकि माता पार्वती की सखी उन्हें पिता-प्रदेश से हर कर घनघोर जंगल में ले गई थी। 'हरत' अर्थात हरण करना और 'आलिका' अर्थात सखी, सहेली। पौराणिक कथा अनुसार इस व्रत को करने से कुंआरी युवतियों को मनचाहा वर मिलता है और सुहागिन स्त्रियों के सौभाग्‍य में वृद्धि होती है तथा शिव-पार्वती उन्हें अखंड सौभाग्यवती रहने का वरदान देते हैं।c

धैर्य की पराकाष्ठा

बाल गंगाधर तिलक भारत के स्वतंत्रता संग्राम के अग्रणी थे पर साथ ही साथ वे अद्वितीय कीर्तनकार, तत्वचिंतक, गणितज्ञ, धर्म प्रवर्तक और दार्शनिक भी थे। हिंदुस्तान में राजकीय असंतोष मचाने वाले इस करारी और निग्रही महापुरुष को अंग्रेज़ सरकार ने मंडाले के कारागृह में छह साल के लिए भेज दिया।

यहीं से उनके तत्व चिंतन का प्रारंभ हुआ। दुख और यातना सहते-सहते शरीर को व्याधियों ने घेर लिया था। ऐसे में ही उन्हें अपने पत्नी के मृत्यु की ख़बर मिली। उन्होंने अपने घर एक खत लिखा -
"आपका तार मिला। मन को धक्का तो ज़रूर लगा है। हमेशा आए हुए संकटों का सामना मैंने धैर्य के साथ किया है। लेकिन इस ख़बर से मैं थोड़ा उदास ज़रूर हो गया हूँ। हम हिंदू लोग मानते हैं कि पति से पहले पत्नी को मृत्यु आती है तो वह भाग्यवान है, उसके साथ भी ऐसे ही हुआ है। उसकी मृत्यु के समय मैं वहाँ उसके क़रीब नहीं था इसका मुझे बहुत अफ़सोस है। होनी को कौन टाल सकता है? परंतु मैं अपने दुख भरे विचार सुनाकर आप सबको और दुखी करना नहीं चाहता। मेरी ग़ैरमौजूदगी में बच्चों को ज़्यादा दुख होना स्वाभाविक है।

उन्हें मेरा संदेशा पहुँचा दीजिए कि जो होना था वह हो चुका है। इस दुख से अपनी और किसी तरह की हानि न होने दें, पढ़ने में ध्यान दें, विद्या ग्रहण करने में कोई कसर ना छोड़ें। मेरे माता पिता के देहांत के समय मैं उनसे भी कम उम्र का था। संकटों की वजह से ही स्वावलंबन सीखने में सहायता मिलती है। दुख करने में समय का दुरुपयोग होता है। जो हुआ है उस परिस्थिति का धीरज का सामना करें।"

अत्यंत कष्ट के समय पर भी पत्नी के निधन का समाचार एक कठिन परीक्षा के समान था। किंतु बाल गंगाधर तिलक ने अपना धीरज न खोते हुए परिवार वालों को धैर्य बँधाया व इस परीक्षा को सफलता से पार किया।

जीवन भर उन्होंने कर्मयोग का चिंतन किया था वो ऐसे ही तो नहीं! 'गीता' जैसे तात्विक और अलौकिक ग्रंथ पर आधारित 'गीता रहस्य' उन्होंने इसी मंडाले के कारागृह में लिखा था।

"कर्महीन नर पावत नाहीं"

कथा में एक युवक ने सुना भगवान सबको रोटी देते हैं। युवक को बात जँच गई। उसने काम पर जाना बन्द कर दिया। जो पूछता उसे यही उत्तर देता-"भगवान जब रोटी देने ही वाले है तो मेहनत क्यों करूं ?" एक ज्ञानी उधर से निकले मतिभ्रम से ग्रस्त लड़के की हालत समझी, और प्यार से दूसरे दिन सवेरे उसे अपने पास बुलाया। और कुछ उपहार देने को कहा।
युवक भावुक था। सवेरे ही पहुँच गया। ज्ञानी ने पूछा-"कैसे यहाँ तक पहुँचे ?" उसने उत्तर दिया- "अपने पैरों से चल कर।" ज्ञानी ने उसे मिठाई उपहार में दी और कहा-"जिस तरह तुम पैरों से चल कर मेरे पास तक आये। तभी मिठाई पा सके। उसी तरह ईश्वर रोटी देता तो है, पर देता उसी को है, जो हाथ पैरों के पुरुषार्थ से उसे कमाने और पाने के लिए कर्म करता है। जब मेरा उपहार मिष्ठान, तुम बिना पैरों से चले प्राप्त नहीं कर सके तो भगवान द्वारा दी जाने वाली रोटी कैसे प्राप्त कर सकोगे?" बात समझ में आ गई। दूसरे दिन से युवक अपने काम पर जाने लगा। सार यह की  बिना परिश्रम के भाग्य भी साथ नहीं देती।

Justice delayed is justice denied....

The saying that `justice delayed is justice denied’ holds true for the millions of countrymen who on account of prolong delay in dispensation of justice have to suffer from insurmountable problems and have to languish in jails for several years before they are set free by the courts for lack of evidences against them.

The Union government’s  proposal to set up 1,800 Fast Track Courts across the country to expedite delivery of justice has come as a big solace for lakhs and crores of people in the country who are in legal tangles for one or the other reasons. That setting up fast track court should essentially help in speeding up judicial process, given huge pendency of cases in our country

However, such a large pendency of court cases in our country has its own multiple reasons . This includes poor judge-population ratio, prolonged and costly litigation caused by procedures, lawyers' vested interests, poor infrastructure, shortage of judicial personnel and weak alternative dispute resolution mechanisms, according to Standing Committee on Law and Personnel.

Despite the country having  over 1,000 fast track courts in the past few years, set up for moving the wheels of justice faster,  a whopping two crore cases are pending in subordinate courts in India.  According to the Department of Justice, as on March 31, 2013, a total of  2,68,51,766 cases were pending in subordinate courts  which makes a telling commentary on the state of affairs of our revered judicial system.
